What work is happening?

Starting on 23 May, work will begin on widening the sidewalks on the Quebec St bridge by 40% and installing felixble delinators for the bike lanes.

The work is scheduled to continue for seven weeks until 14 July. During this period, the roadway will maintain two lanes of traffic (one northbound & one southbound) and at least one sidewalk. The contractor will work on one side of the roadway before moving to the other.

The two lanes will maintain typical daily traffic flow in the area on Quebec Street (~13,000 vehciles per day). Some pedestrians will likely have to cross the roadway at the intersection pedestrian signal or regular traffic signals to complete their trips. Cyclists will also be impacted, as the bike lane on one side of the roadway under construction will not be available.

This work overlaps with the construction project at Dundas St and Quebec St, which is scheduled from 24 April until late June.

On 31 March 2017, MPs Peter Fragiskatos and Kate Young, MPP Deb Matthews and Mayor Matt Brown announced $37.1 million in funding from the federal public transit infrastructure fund, which included a $95,000 contribution from the federal government for the improvements to sidewalks and bike lanes on this bridge.

What was proposed?

Beginning in September 2016, students who would have attended Lorne Avenue Public School will be attending Bishop Townshend Public School. For most of those students, the best route to school will cross the Field Marshal Wolseley Bridge on Quebec Street because it is the only place between Adelaide and Highbury Streets to cross from one side of the railway tracks to the other.

In order to create a safer route to school for students and parents who choose to walk or bike (whether daily or occasionally, when unexpected things happen) the City is considering a number of potential modifications to the bridge. Many families currently attending Lorne Avenue Public School are accustomed to walking or biking to school, and the proposed modification is intended to ensure active transportation remains a safe option for those families.

Staff investigated five different possible modifications. There's a snapshot of each on the right, and staff have recommended Option 3A. You can find more details about each of the presented options in the most recent staff report and in this Google sheet based on the info in the staff report.

The total construction cost estimate to complete Option 3A is $450,000 plus engineering costs. Funds for this work would come from existing Bridge Upgrades and Cycling Facility budgets. The additional anticipated annual operating cost associated with the multi-use path implementation is $1,000.

A resident has already suggested an interesting alternative approach that would involve widening the sidewalks somewhat and protecting the bike lane (leaving it on the same level as the roadway) and require no changes to the parapet wall.

The alternative suggested by several residents was ultimately recommended by staff as the best solution to improve the active transportation infrastructure on this bridge. The staff recommendation was passed unanimously by committee on 12 April and will be considered by city council on 19 April.

If council approves modifications, construction is proposed to commence in early June and take approximately 8 - 10 weeks.

What has happened so far?

  • July 2016: city staff recommend re-tendering the project, for which only one bid was received, which was 46% higher than the estimated cost. The re-tendering will mean a delay to the 2017 construction season, likely after the end of the school year.
  • 19 April 2016: With a unanimous 12-0 vote, council approves the project.
  • 12 April 2016: With a unanimous 4-0 vote, civic works committee passed the staff recommended (and community-generated) proposed modifications to widen the sidewalks by 40%, narrow the vehicle lanes by 17% and add flexible delineators between the cycling lanes and the vehicle lanes. The estimated cost is $190,000.
  • 28 Mar 2016: Online consultation with Londoners about the various alternatives for improving the active transportation infrastructure of the bridge.
  • 2 Feb 2016: The civic Works Committee received a recommendation from staff, and postponed further discussion in order to allow time to gather feedback from the community and advisory committees. 
  • 1 Feb 2016: London Free Press story, "Safety for bridge’s ‘vulnerable users’ urged"
  • 20 July 2015: At a Civic Works Committee meeting, staff reported that the City considers pedestrian travel over the bridge in its current state to be acceptable, and suggested possible alternative safety measures that could be created in partnership with the Active and Safe Routes to School and London Block Parent Program. The committee requested that staff provide more information about options available for creating a protected bicycle lane in order to increase safety for both pedestrians and cyclists.
  • 12 May 2014: At a Civic Works Committee meeting, Councillor Stephen Orser enquired about the possibility of installing a pedestrian railing on the Quebec Street Bridge and working with property owners to install and maintain a united fence to improve pedestrian safety for students travelling to Bishop Townshend Public School. Staff advised that a site review would be completed, and a report brought back to the Civic Works Committee.

Next Steps

    Personally as a cyclist and pedestrian who uses this overpass to access the grocery stores , i don’t like any of these ideas! A slight decrease in the bike RoW and a slight increase the pedestrian sidewalk width would be OK BUT snow plowing is a big issue there! I am totally against raising the bikeway up to the height of the sidewalk because I can foresee problems when kids meet bikes and the bike has to get down to the roadway to avoid the kids. That would make for a “Big Ouch”!

    As one of the people that actively called for this bike way, it is mostly OK but the sidewalk is narrow and not properly cleared in the winter and neither is the bikeway. Actively encouraging one way traffic on the sidewalk should be considered but not mandated.

    Don’t raise the parapet wall, there is nothing worse than a walled city or bridge!

    Sidewalks on both sides need to be widened enough for sidewalk snow plows, strollers passing each other etc. As it is only pedestrians can pass each other and then only when the snow is cleared, otherwise the walkway is very narrow. Reduce driving lanes to one each way to allow the widening of the sidewalks and still have ample space for bicycles on each side. Put dividers between the bike lanes and the driving lanes. Put barriers on both sides of the sidewalk. Remember to clear the snow in the winter.

    I think widening the sidewalks should be sufficient. If necessary, guard rails on at least one side to protect pedestrians would be a nice option for families and folks with young ones. Raising the bike lanes to pedestrian levels – that is folly. Widening the sidewalks a little so they can be effectively plowed on both sides, and ensuring they are plowed in winter, are the two biggest things that can be done. 450K? Let some community members participate in the request for Tender and I bet you we can drive that price down – a lot.

    None of the proposed layouts truly satisfies the majority of issues with the bridge to make it pedestrian & cycle friendly. As I’m sure you are aware, the sidewalk across the bridge is very narrow, and does not permit pedestrians to safely pass one another, or for sidewalk plows to effectively clear the path over the winter months. In addition, the railing on the side of the bridge is exceedingly low for a structure that rises so high above the ground. Coupled together with the fast and high volume of traffic across that bridge, it makes for a precarious situation for any and all pedestrians.


    In my opinion, one of the current proposals that includes extending the sidewalk to accommodate pedestrians and cyclists is not well thought out, and poses equal risk to anyone walking or cycling across the bridge. Personally, what I would hope to see would be to have the sidewalk width extended another 0.6-1m and compress the ample driving lanes to be able to still accommodate existing dedicated cycling lanes on the road surface. These cycling lanes could and should have flex barriers between them and the automotive roadway to help increase that separation. Along with the widening of the raised pedestrian ways, the railing portion along the outer edge should be increased in height significantly. These measures would cost no more than the proposal to raise up the bike path, but would increase safety for all modes of transportation, and allow for better snow clearing during the winter months.

    Do the staff recommendations come with researched conclusions about the designs that have produced the fewest number of collisions, fatalities, and other injuries at various posted minimum automobile speeds? These look like guesses, each designed to satisfy one or another stakeholder.

    None of these designs looks particularly safer for both pedestrians and cyclists, especially in the winter conditions that, in part, led to the original concern.

    The one thing that virtually everyone agrees on who uses the bridge is that the parapet is too low. That could be addressed without changing any of the lanes and, perhaps, without spending the city’s meagre allotments for cycling on a zero-gain project.

    Personally I think 3a would allow for both safety and snow clearing. Having an appealing safe connection between the two neighbourhoods would help foster healthy communities.

    I think 3B is the safest for helping pedestrian traffic. The traffic lanes on the bridge don’t have to be three as they are only two on the south side of the bridge. Using some of this lane width over the bridge for pedestrian way makes sense. . I would also recommend heightening the parapet wall as it is dangerous for children as it is too low. Kids can hike themselves or others over very easily. Can we get input from the snow plow operators for road and sidewalk clearing? It has been pretty awful for pedestrians on the bridge in the winter but is a difficult task to clear. Thank you for addressing this issue for all pedestrians but particularly walking students and parents.
